Resolve duplicated collection events

There are cases where multiple collection events are being created due to inconsistencies in the source spreadsheet data. Need to consolidate as many collection events as possible into a single resource by altering the way the unique list is generated. In a meeting on 25 Jan the following was decided as a starting point to try to resolve the issue:

Do the the following when generating a unique list:

• [ ] ~Ignore location description (can we actually do this since there can be multiple CEs in a single location, but at different depths?~ Determined this can't be done
• [x] Ignore Fossil Occurrence Site ID
• [x] Ignore GSC Vancovuer File #
• [x] Round lat/long to 2 decimal places

For sites that have multiple lat/long coordinates:

• [x] Pick the "best" point (point with the best positional precision)
• [x] If 2 points exist with the same precision, use the points with the largest number of decimal places
• [x] If the positional precisions are the same an arbitrary point will be chosen
• [x] Flag sites that had multiple points - for now adding the text Multiple collection points existed to the detailed location text box.

Potential: If same sample is associated with 2 "different" collection events, can we collapse those events down to one?
