Remove local fix for file URL Arches Core bug #821

In moving to Apache/WSGI configuration an Arches Core bug was identified. A fix was submitted (https://github.com/archesproject/arches/pull/10585) that will be part of the next 7.5.x release but we don't want to pickup any more changes in Arches Core prior to MVP. As such the fix was applied locally.

Once moving to the next Arches Core release we need to remove the following files from the https://github.com/bcgov/BCHeritage_arches repo:

Removed from BCRHP - this is in release 7.5.2 so no longer necessary there.

Removed in BCFMS and BCRHP.
