HRIA tables were imported wholesale into a set non-accessible tables in the PROD database. Need to develop a resource model for some/all of this data so it is available to BCRHP internal users.

Estimates applied at epic issue level. @emjohnst - Do you want to do this now, or should we focus on the public website for the next release? If we're not going to do this right now we should move it out of the Post MVP 1 milestone.

Estimates are implemented in the sub-tasks. Overall estimate is the sum of them.
