Create SpaDES modules #35

For now, create SpaDES modules in a modules folder in the main repo. We may later on consider moving them to separate repositories (which are then added as submodules) to enhance transferability to other projects/workflows.

these will be created in separate repositories for now (e.g. see https://github.com/bcgov/BGCprojections/issues/1) and then brought into CCISS once the workflow starts being put together
