Add hierarchy field(s) #7

We were thinking to reflect the spatial hierarchy with a single number of the highest source used.
e.g. CEF_ROAD_PRIORITY_RANK = 1 (aligning with the source order) If possible, the order for FTEN roads Active over Retired would be reflected, though this is tricky because I think there is just one order for FTEN. So would it be 2a and 2b or 2-1, 2-2?

And if easy to do but not required, include the listing the attribute sources too.
e.g. CEF_ROAD_ATTR_SRC_LIST = 1,3,5 or 1;3;5
