Show what changed and why at a global level #2022

As an analyst and an executive I want to know why aggregated values have changed So that I can understand why thing changed

Description: A report sent to executives after intake 2 was recently resent. However, the total # of Indigenous households was now different. Analysts didn't know why. They were unaware that another analyst had been tasked with editing application forms when Templates were received. They were also unaware how to find which changed. Elliott showed them that they can use the Latest Updates dashboard, but it's not super intuitive. It would be nice to have a way to show what changed, when, and why.

Perhaps an update to the latest updates dashboard And/or overview of application with all versions + reason for change.
