Remove all CJS in codebase #998

Business Risk/Value: possible security risk. If middleware for file upload becomes obsolete then there is a risk of app usability

To properly solve the issue in https://github.com/bcgov/CONN-CCBC-portal/pull/992 we need to remove all CJS and move to ESM
