Azure Sample Application - Serverless (Security Enhancements)

Update the existing Serverless Azure Example Application to provide a more secure example.

This includes (but is not limited to):

Restrict access to the CosmosDB
- Prevent public access
- Create a Private Endpoint
Restrict access to the Azure Function Storage Account
- Prevent public access
- Create a Private Endpoint
Restrict access to the Static Website Storage Account
- Prevent public access
  
  Note: A Private Endpoint is not required for this resource
Restrict outbound access from API Management to the Azure Function App
- Configured to leverage VNet Integration
Restrict access to the Azure Function App
- Configured to leverage VNet Integration
- Configured to reference/use the Private Endpoint for CosmosDB, and the Function Storage Account

Acceptance Criteria

[ ] Able to deploy Function App source code to Storage Account through a Private Endpoint
[ ] The API Management is able to route traffic to the Azure Function App
[ ] The API Management outbound traffic is routed through a private network
[ ] The Azure Function App is able to communicate with the Function Storage Account, and CosmosDB
