Update the automated PR workflow to decouple AWS and Azure images #128

While AWS and Azure use the same image, the release does not be coupled. https://github.com/bcgov-c/aws-ecf-provisioner/blob/main/.github/workflows/release.yaml should be adapted to do 2 separate PRs to the gitops repo instead of 1.
