User roles with security groups

We want to use the registry provisioner to automate the creation of project-set specific security groups for RBAC. Groups for Read, Contributor, and Owner for each project-set should be created and assigned to the project-set management group.

We should also consider the same group/roles but for each individual subscription in the project set.
