Description:

Create an OpenAPI spec for BCGNWS (Swagger 2.0)
api spec to have tag sections expanded by default shown as 'list operations' (same as Geocoder)
Include a brief description (1-2 sentences) below the API title
Include a link for further details (example below): Map application: http://apps.gov.bc.ca/pub/bcgnws/ Contact information (or perhaps 'contact the developer') (hyperlink to: https://catalogue.data.gov.bc.ca/dataset/british-columbia-geographical-names-web-service-bcgnws)

Version 1 provided to DataBC on January 9, 2017 for review. UAT to occur @ DataBC first followed by UAT with client.

Published (version 1) to production as part of BCDC v1.6 release on Tuesday, January, 31st. HTTP 400 response code api spec work still to be completed as part of a separate issue.
