Developer Guide hyperlink in API console #77

Add a 'Developer Guide' hyperlink to OAS 3 api specs that links to the URL below.

Use the externalDocs parameter to create this link.

https://github.com/bcgov/gwa/wiki/Developer-Guide

With API specs that already contain an externalDocs link, please move that hyperlink to the end of the intro paragraph.

Only for API specs requiring an API key.

@BK01 The GWA "Developer Guide" link has been added to all OAS3 specs:
