Update developer guide #82

@BK01 to update developer guide on GitHub wiki to support UI changes in new viewer (new links, buttons, examples etc).

Also update spec editor links in metadata records and API Mgmt webpage

Edits to be coordinated with PROD migration of viewer. Target date?
