The REST API is for new API submissions (consisting of just one endpoint) to which the online form
information will be posted. The API will be secured by Siteminder. The endpoint will forward the submission to a list of email
addresses (of gateway administrator personnel), and it will create a draft metadata record for
the API if one doesn’t already exist. Also, add the API metadata record to the following group in BCDC.
