SPIKE: Evaluate HA database strategy for Traction #108

We want to use HA database deployments for dev/test/prod Traction. The Postgres chart supports deploying a database with replica sets, but it might be necessary to switch to a different chart or look at the Postgres Operator / Crunchy Data Postgres Operator as an alternative.
