TEST Env - Traction environment Endorser re-connections

Should ensure existing tenants are made aware of changes needed to coincide with when the current codebase goes to TEST.

@esune can use this to track any coordination needed if releasing https://github.com/bcgov/traction/releases/tag/traction-0.2.3 to TEST.

We will want to get issuers switched-over to using the BC Gov hosted endorser service, rather than the Traction development "open" one too. This will mean that, after the configuration is updated, each issuer will have to re-connect to the endorser following the findings in https://github.com/bcgov/traction/issues/797

The public DID for the BCovrin test endorser should be switched to 4pgFAjnSVKCr7CMfpqDjhu.

This will need coordination with the deployment time of the next release to the test env, and possible messaging about possible minor outages of issuance.
