Fix and test chart releaser

A few attempts have been made to fix the chart releaser action to work with our release process, which is:

• Create release branch
• Update release branch with release info (version, etc.)
• Create a tag/release from the release branch, that will trigger the creation of new images as well as releasing a new version of the helm chart
• Merge the release branch back to main
