Decommission old development "person" issuers #189

Now that BC Person credential can be obtained without an invite, it is time to decommission the old issuers that were set-up during intial development/pilot phases.

These are:

[x] bcvcpilot - in https://github.com/bcgov/trust-over-ip-configurations
[x] unverified person - in https://github.com/bcgov/essential-services-delivery

Start by scaling down the deployments, if there are no complains in a couple of weeks fully decommission the services.

Services have been scaled down, waiting until June 7th before fully decommissioning.
