Move BC Reg SysDig team resource to the DITP-DevOps project

Move https://github.com/bcgov/von-bc-registries-agent-configurations/blob/main/sysdig/sysdig-team.yml to https://github.com/bcgov/DITP-DevOps/tree/main/sysdig.

Rename the file so it contains the namespace name and conforms to the naming convention already established in the https://github.com/bcgov/DITP-DevOps/tree/main/sysdig folder.
