Deploy Traction instance for AnonCreds workshop

Deploy a new, dedicated instance of Traction to be used for the AnonCreds workshop on May 31st - see https://github.com/bcgov/traction/issues/583.

Inkkeeper credentials should be shared with @swcurran who will be leading the workshop.

Instance deployed, it was updated manually to version 0.2.12 - this should be enough for the workshop.

I have also manually (not available in the chart yet) created HPA definitions for all services, targeting 80% cpu/memory as thresholds:

• tenant-ui autoscaled between 1 and 3 pods
• tenant-proxy autoscaled between 1 and 3 pods
• aca-py autoscaled between 2 and 6 pods

I think this should be enough for up to 200-ish concurrent users as expected for the workshop, but will have to keep an eye on it in when we give the link out for attendees to register.
