Upgrade tails server deployments #97

The Tails Server was updated recently, and our deployments need to be upgraded to the latest version.

A new image has been built and rolled out to dev. Next steps are:

[x] test and ensure everything still works as expected
[x] Upgrade test
[x] Upgrade prod

Deployments have been updated, waiting to close issue while final verification that everything works takes place. previous image was tagged as tails-server:20220510, if a roll-back is necessary.
