Do a new release of the indy-tails-server with the new endpoints

Merged in a recent change to add new endpoints to the indy-tails-server that allow loading files based on the tails file hash vs. the revocation registry id.

• [x] Test the change with the indy-tails-file integration tests
• [x] Test the change with AATH
• [x] Create a new release -- verify that it works
• [x] Update AATH to use the new version
• [x] Update ACA-Py docker-compose.yaml files to use the new version
