GRAD2-2718 Adding dispatch events for contacts #237

Whenever school or district contacts are created or updated, CREATE_CONTACT or UPDATE_CONTACT events are published. NOTE: The type of contact can be inferred by the consuming api based on the payload (is it a school or district contact?)
