All Works Tab - Work Modal Special history #2334

Describe the bug Both Work Lead and EPD special history can be open and editable at the same time.

To Reproduce Steps to reproduce the behavior:

  1. Go to All Work Tab and click on any Work
  2. Click on both Work Lead and EPD special history to unlock
  3. See error

Expected behavior If a special history is open, the other is greyed out/uneditable.

Additional context An example of expected behaviour can be found in the Projects tab Project modal "Name" and "Proponent" special history.
