Exemption Order Milestone - Minister Exemption Request Decision Missing Option #2348

Describe the bug Minister Exemption Request Decision does not have the option that was selected for Delegation of Decision.

To Reproduce Steps to reproduce the behavior:

  1. Go to Delegation of Decision
  2. Click on any decision maker, complete all Milestones
  3. Scroll down to Minister Exemption Request Decision
  4. See error

Expected behavior the option selected in Delegation of Decision appears in the Minister Exemption Request Decision.
