Update Back Office logic

@feizhang1 : We'd rather do this with the incoming data than in the data model. If we do it in the data model we have to put it in code in 2 places and it will no longer be in sync with the SBC data model.

Can you check what was in the spreadsheet?

Please review the Back-Office logic in SDPR POC. It's not the same as in SBC.
