This PR does the following:

Log the Redshift table size query output to a file
Add log reporting functionality for users to receive periodic reporting of the Redshift table size query outputs
Change the current command-line argument option to work as --limit-rows
Add new optional arguments (--help, --force-report, --report-interval)
Provide detailed instructions for the new features
