Update ICYNotesTriggerHandler for MOHAD-24738 #825

Sending notifcation to PL Admin and team members

Description

As a user,

I want to change the recipients for the email sent when critical incident on case is logged

so that PL , admin and all the assigned teams members gets the email notification

Fixes # (issue)

Updated the apex class to incorporate the changes.
