Feature req: Upgrade NodeJS microservices to latest LTS version (v20) #338

Is your feature request related to a problem? Please describe Currently the address-service, captcha-service, msp-service, spa-env-server, and splunk-forwarder are all running on NodeJS v10, which is end-of-life as of 2021-04-30.

Describe the solution you'd like To mitigate the risk of vulnerabilities being found in unsupported versions, these services should be upgraded to the latest LTS version of Node. At the time of writing the latest LTS is v20.

Describe alternatives you've considered Resolve incompatibilities with breaking changes of Node upgrade, and confirm they work in OpenShift.

Additional context Also, hi @cyrilbravo and @stephanieharrison-maximus! I was bored, so I was perusing our old repos. Hope all is well! :)
