update the dependent modules

The handlebars package before 4.0.0 for Node.js allows remote attackers to conduct cross-site scripting (XSS) attacks by leveraging a template with an attribute that is not quoted.

The dependency tree is:

• angular/cli 1.4.4 -- postcss-url 5.1.2 --- directory-encoder 0.7.2 ---- handlebars 1.3.0
• karma-coverage-istanbul-reporter 1.3.0 -- istanbul-api 1.2.1 --- istanbul-reports 1.1.3 ---- handlebars 4.0.11

Both Karma (used for testing) and angularCLI need to be upgraded in this repo.
