Update Landing Page for Agency Codes #1131

As a NRPTI user I want to see the agency names in the landing page donut chart so that it's easier to see each agency and the number of records they have.

Acceptance Criteria

[ ] When landing on NRPTI homepage, the main donut chart has the agency names instead of the agency codes in the legend.
