Update NRCED landing page values to show changes in Agencies names
Purpose
With changes being made in on NRPTI Side updating the records, the text on the hyperlinks need to be updated as well to show the current value.
Acceptance Criteria
[ ] Landing page of website uses Agency codes to convert into current agency names in unordered list
[ ] BC Energy Regulator section of page + button use the Agency codes to convert into agency names
