Describe the Bug The current build in Test seems to break the BCMI application. I don't know why, but it's possible that the Issuing Agency change may be impacting it. It's visible in the BCMI portion of the NRPTI UI (e.g. https://nrpti-f00029-test.apps.silver.devops.gov.bc.ca/mines/5f9a0416004f0431cb581ef6/collections). And on the public BCMI UI, the enforcement actions(https://bcmi-f00029-test.apps.silver.devops.gov.bc.ca/enforcement-actions/administrative-penalties) are not displaying, and mine information pages(https://bcmi-f00029-test.apps.silver.devops.gov.bc.ca/p/5f9a0416004f0431cb581ef6) do not work
