[FEATURE]{NRPTI-#1179] Update BCOGC importer and filters to reflect new act title

Description

This PR includes the following proposed change(s):

• Updated all hardcoded entries of the string "Oil and Gas Activities Act" to -> "Energy Resource Activities Act". These changes affect the record search filters and the record importers. Imported records have the legislation data added to them (based on the record type) as they are written to the db.

NOTE : When this change is pushed to prod, the filters will immediately change BUT the act in the records will NOT change until an import is run, either the scheduled imports or a manual run. In order to make sure that the filters are functional, an import should be run ASAP after the changes are pushed.

RE: Utilizing BC Laws API --

• A new ticket has been created to move the hardcoded values to the db and have the app read from there
• A new ticket will be created to create a cronjob that updates those fields in the db based on calls to the BC Laws API
