Describe the task Remove wildcards from SSO URL's in Dev/Test

Purpose Compliance with Common Services new policy coming into effect

Acceptance Criteria

-[ ] Can login to NRPTI locally -[ ] Can login to NRPTI when pointing at Dev -[ ] Can Login to NRPTI when pointing at Test

URLs in Keycloak have been updated to be in compliance. All acceptance criteria met.
