Request a Change Forms - Step-Parent Waiver

Description of Task: Allow students to request that one of their parents' income be ignored during the assessment process

Context:

• See #266 for context about general Request a Change Process
• Step-Parent Waiver is one of the cases a student can appeal. If approved, the income associated with a student's Step-Parent will be ignored in the determination of Total Parental Income. In SIMS, this Appeal should apply whether the parent provided info themselves, or whether the student self-reported parental income.

Acceptance Criteria

• [ ] Introduce new 'form title' called 'Waive Step Parent Contribution (Full-Time Applications)'
• [ ] The form should display a tick-box which can be selected by the student. The wording next to the tick-box should read "I wish to submit an appeal request to waive my step-parent's contribution."
• [ ] Help-text always displayed beneath the tickbox should read: "Appeal Criteria: You can appeal to waive your step-parent’s fixed contribution if your parent has had a recent (within the past 5 years) marriage or common-law relationship with a step-parent, where the step-parent has not assumed financial responsibility for you and does not claim you as a dependent on their taxes."
• [ ] If the the tick-box is selected, a banner message below should be displayed with the following wording: _"To be approved for a step-parent waiver appeal, the student must submit all of the following documentation to your Student Aid BC account using the File Uploader:
• A letter which explains the circumstances that meet the appeal criteria (see above)
• The name of the step-parent in question
• Marriage certificate or CRA documentation showing start date of the common-law relationship
• All relevant supporting documentation to support circumstances outlined in letter. Seperation agreement, divorce agreement, child support arrangements, pre-nuptial agreements or any other supporting documentation. "
• [ ] On the Ministry Review screen, add a free-input field (type=numeric) next to the fields provided by the student. This field will be titled "New Total Parent Income" and the text below the field should read "Input the final dollar value of the student's combined parental income, after removing the step-parent contribution." This is a REQUIRED field, i.e. the Ministry MUST complete this field in order to approve the request
• [ ] Change the workflow logic in the following ways:
• If request is denied, do nothing
• If field is left blank, do nothing
• If the request is approved, remove Parent 2 contributions from the workflow.

  Need Dev Help Solutioning We need a way for the Ministry to be able to reference the info provided by a particular parent. I.e. Camunda only refers to 'Parent 1' and 'Parent 2' - we need to give Ministry the ability to identify which Parent is which, and specifically select one of those parents to be ignored by Camunda.

Adding some notes here to see if we can work this into the parent tab as an exception on the main app to remove the need for the waived parent to input any information. This would avoid issues of having to determine after-the-fact which parent information needs to be removed from the calculation.
