Change Calendar & Program Year References to Dynamic Variables

User Story As a system architect, I want various forms to automatically update themselves whenever they reference calendar years or Program Years, so I don't have to manually change these in every spot every year.

Current Behaviour:

• Supporting Users uses a dynamic field when referencing Calendar Years or Program Years.
• Everything else uses static tecxt strings when mentioninig Calendar Years or Program Years. This includes:
• Applicaiton Form, questions about income
• Request a Change Forms, questions about income

Acceptance Criteria

• [ ] Make all references to Calendar Year dynamic
• [ ] Make all references to Program Year dynamic

I am proposing this be an enhancement; I think it is totally manageable for us to update these 5-8 areas manually via content reviews intead of initiating conversations about how this can be automated. Suitable for enhancement in my opinion.

@HRAGANBC enhancement for sure. This covers us on those pesky details that need to be updated each year like the "tax year" one.
