Create / Update Banner in Ministry Portal

As a Ministry user, I need to be able to publish banners on the various SIMS sites for different users, to notify about system changes or outages.

Acceptance Criteria

• [ ] new nav menu item for "Notifications" see bottom left of Fig 1
• [ ] new page displaying all banners (historical and active/scheduled/draft) see Fig 1
• [ ] Main dashboard has a button to create banners "Add Notification" which goes to the create screen see Fig 2
• [ ] Add Notification Banner form has 6 fields:
  • Name (required, not unique)
  • Portal (minimum one required, can select all)
  • Start Date (required)
  • Message (required): Maximum of 250 characters. Please include simple formatting options like bold/italics and hyperlinks. (not shown in mock-up, please add/enable).
• [ ] 5 different portals that banners can be shown in:
  • authenticated institution portal - "Institution"
  • unauthenticated student portal - "Unverified Student"
  • authenticated student portal - "Student"
  • authenticated ministry portal - "Ministry"
  • supporting user portal - "Supporting User"
• [ ] notification banner statuses:
  • Active (start date today or in the future)
  • Scheduled (we are not at the start date)
  • Inactive (has been deactivated)
• [ ] When Creating a banner (Fig 2) there are three actions at the bottom of the form:
  • Cancel: This discards any changes and returns to the main dashboard (Fig 1)
  • Publish: This will save the notification and make it Active or Scheduled depending on the start date.
• [ ] When Editing a banner (Fig 3) there are four actions at the bottom of the form:
  • Cancel: This discards any changes and returns to the main dashboard (Fig 1)
  • Deactivate: This creates a modal pop-up (Fig 4) and will effectively delete any Draft or Scheduled banner and change any Active banner to "Inactive" and return to the main dashboard (Fig 1)
  • Publish: This will save any changes to the details and make it Active or Scheduled depending on the start date.
• [ ] When Editing a banner that is "Active" (Not Draft or Scheduled) disable the Start Date field as we cannot enforce no backdated start dates.
• [ ] Banners can be published with a future start date, any "Scheduled" banners, will automatically become active on the start date.

@CarlyCotton Some thoughts (which can wait till SOAK walkthrough)

1. The 'notifications' feature available only to Business Administrators Group
2. We check with Devs about complexity of being able to merge multiple distinct updates into a single banner. Totally feasible to have staff just edit the one single message, though.
3. The 'name' field on the banner form is purely to help Ministry staff ID the right form in the inventory, and how no impact on what gets displayed in the banner itself? I.e. the 'name' is not the same as the 'header', correct?
4. I have added mock-ups for where the banner messages would get displayed in each portal. Can refine as needed.
5. Only show announcements banner in portals if there is at least one message active, correct?
6. Can we do without draft mode and 'save draft' feature?
