Ministry Reports - Peripheral Program Eligibility

Follow-Up to #2580

Story Description: As a Ministry user, I want to be able to extract a dedicated report to identify students who may be eligible for additional SABC funding programs not automatically assessed within SIMS.

Acceptance Criteria: Sample Reports Worksheet

• [ ] Build a report titled "Peripheral Program Eligibility".
  • Make this report available only through Ministry account (to all Ministry user types)
  • File Layouts should be consistent with the table in the "Sample Reports" worksheet of the attached file
  • Only include student records of active assessments. I.e. overwritten assessments and prior 'edits' are not necessary.

I am proposing eliminating this dedicated report. The primary use case as of PT and FT launch date was to identify students who may be eligible for Nurses Education Bursary, which only requires [Institution Location Code] + [Program Details] + [Award Amounts], all of which are captured in Unmet need report
