#3062 - Enable Reports for BC Public Institutions - Part 4 (e2e tests)

As a part of this PR, the following were completed:

• Wrote the following e2e test: ReportInstitutionsController(e2e)-exportReport √ Should generate the offering details report when a report generation request is made with the appropriate parameters i.e. program year and the offering intensity
• Added db-migration to update the Offering Details Report query to add the Date to Varchar CAST for the StudyStartDate and StudyEndDate.
• Changed the property onlyAvailableItems from true to false for Offering Intensity in exportfinancialreports.json form definition since this property doesn't work with select boxes.
