Unexpected Error - Complete PIR button After PIR is completed #3908

Describe the Bug Complete program info request button is still available after the PIR is in completed status Selecting the button displays an unexpected error "Unexpected error: An error happened while saving the Program Information Request"

Expected Behaviour When the institution user views the PIR that is in completed status (for whatever reason), there should be no action buttons at the bottom of the page.

The user uses the arrow (<-- Program info requests) return to the PIR Active Applications

Actual Behaviour The "Complete program info request" button is available The user can select the button and an unexpected error is displayed "Unexpected error: An error happened while saving the Program Information Request"

Steps To Reproduce Steps to reproduce the behaviour:

Precondition: Have a PIR that is in completed status

  1. Login as an institution user
  2. Click " Program Info Requests"
  3. Scroll down to PIR that is completed
  4. Click "View"
  5. Note the top of the page beside the student name to confirm the status
  6. Note the bottom of the page (may need to scroll down)
