BUG: Ministry and Institution: Change awaiting approval status icon only has a black dot and no words... expecting Change awaiting approval

Describe the Bug When a request to change offering is submitted, as a Ministry user and Institution User, I only see an icon with a black circle instead of the actual status words (Change awaiting approval)

Note: The Change awaiting approval status icon is displayed on the view request page

Expected Behavior Status icon to be outlined in black, with a black circle and text "Change awaiting approval"

Actual Behaviour Status icons is outlined in black with a black circle

Steps To Reproduce

Precondition An institution has an original offering with a student attached and at the assessment status stage on the tracker card. Record the student name

Steps to reproduce the behaviour:

Change offering at the institution portal:

1. Login to the institution above
2. Select the location with the above offering
3. Click "Programs" in the left pane
4. Go to the program that has the above offering
5. Click "View"
6. Click "Edit" beside the offering that has the student attached
7. Note message that student is attached
8. Click "Edit Actions>Request Change"
9. Edit the name to something different
10. Change the tuition by any amount (e.g. $2000)
11. Currently make sure a '0' is in the exceptional costs field
12. Click "Validate"
13. Click "Request a change now"
14. Note the status icon "Change awaiting approval" with a black circle and outlined in black
15. Logout of institution portal

View the student in the ministry portal

1. Login to ministry portal
2. Search for the student above who is attached to the offering that has changed
3. Click "Applications" on the student details menu
4. Click "View" beside the application that has the changed offering
5. Click "Assessments"
6. Note the status icon for the "Change awaiting approval" text
