As a ministry user, I need to ensure we report the weeks of study for an offering accurately to support all downstream processes (like lifetime max weeks of funding.)
Acceptance Criteria
[ ] Do not change the criteria of the upper range of offering length from triggering 'Pending' manual review
[ ] For any offerings with total funded weeks of more than 52 (52 weeks + 1 or more days) should reach a limit of 52.
Additional Context
Currently the policy is to round weeks of study up. Example: 8 days = 1 week + 1 day = 2 weeks.
This could lead to conflicts with offerings that would otherwise be eligible because they are under 1 year, but are over 364 days (52 weeks + 0 days) creating offerings that have 53 funded weeks. This could happen if it was exactly 365 days or 366 on a leap year.
Any offerings 365 days or over currently require manual approval. If they are approved they need to not be funded at >52 weeks due to the round up of weeks.
More than 52 weeks will result in ecert errors as they are not eligible, and could result in incorrect funding due to program year limits.
