Create a function to merge BEM attributes on VRI merge_bem_on_vri

[x] Among all BEM that intersects with a given VRI select the one that covers the largest part of the VRI polygon
[x] Merge attributes of the selected BEM on the VRI
[x] Validate that all VRI have at least one intersecting BEM
[x] Optimize code speed
