Describe the task Implement BC Gov Quick Start Pipeline template for Capstone team

Purpose To provide the capstone team with a pipeline to use Understand how the Quick Start pipeline template works so we can use it

Acceptance Criteria

[ ] Capstone team members can work locally, build and deploy in a dev environment using Sustainment Team Sandbox OpenShift namespace
