Describe the task prep work for capstone team to be able to work on the Sustainment-capstone-2024 repo

Purpose The reason why this task is needed and/or what value it adds.

Acceptance Criteria

[x] ensure all Devs supporting capstone team have repo access and are on team
[x] ensure all student devs are on github team
[x] ensure capstone students are in bcgov Org on github
