Describe the task Helping the Capstone students get their database running with seed files

Purpose Having the database locally helps speed up development workflow, and run things in a space where things won't get broken

Acceptance Criteria

[x] Docker images for database are running/seeding as expected

Additional context

Quantifying this as a ticket since the support took longer than anticipated.
