Describe the task Refresh our Bug tickets templates in all of our repositories to a new format. Making a checklist of leading questions and additional details

Purpose Many of our bug tickets are created by service owners hearing about things from users and then submitting a ticket. This often creates the same laundry list of follow up questions in order to help locate the issues. we can simplify this by adding them to the bug templates making triage faster and easier

Acceptance Criteria

[ ] Field for User Browser
[ ] Field for if user is Guest, BCeID, or IDIR logged in

URL for test or prod where SO is seeing the bug (sometimes this can contain helpful state)

dealing with this in a ticket right now so:

In describing the steps to reproduce, at the point where the bug occurs, make sure to include a description of what the user actually sees (bug behaviour) and what the user expected to see.

If this issue is affecting a small number of users, are they able to replicate on a different machine/browser.
