Describe the task review https://github.com/bcgov/agri-dcbr against the sustainment team requirements for onboarding a new application

Purpose to highlight areas of the app that need to be worked on before a team could be tasked with sustaining the product.

Acceptance Criteria

[ ] highlight how the application/code meets our requirements
[ ] highlight where the repo does not meet our requirements
[ ] call out any areas of concern not listed in the checklist
