Support themes from external directory #725

As part of the effort required to "generalize" ToB, we need to be able to load themes from an external directory/repository so that the main code can live in the indy-catalyst repo, while the themes will be developed on a separate repository maintained by the entity who will be using ToB.

PR #719 tracks the work for this.

On hold until we better define how the project should fit in the catalyst repository, and what should be pulled out to a separate, ad-hoc repository.
